The Al G. Kelly Miller Bros. Circus began wintering in Hugo, also known as Circus City, in 1937. when local Hugo businessman Vernon Pratt, a self-professed circus fan, went to Mena, Arkansas to talk to the owner of the Al G. Kelly Miller Bros. Circus. He offered to house the circus in Hugo and Circus City, USA was born. ​Since then, 22 different circuses have called Hugo home with as many as five in town at the same time. Today there are three circuses that call Hugo home: Carson & Barnes, Kelly Miller, and Culpepper & Merriweather.
